In April 2004, the UK Health and Safety Executive (HSE) published a consultative document on proposed regulatory criteria for de-licensing nuclear sites under the Nuclear Installations Act 1965.
The purpose of the document is to provide clear policy guidance to nuclear site operators and stakeholders, in order to make regulatory decision making more transparent. It discusses the "no danger" principle, which is established as the condition for de-licensing in the Nuclear Installations Act, and proposes quantitative criteria for the practical interpretation of this principle.
